Fellow municipal attorneys,

It is my understanding that the CARES Act funding may be used for expenses associated with the provision of economic support in connection with the COVID-19 public health emergency including expenditures related to the provision of grants to small businesses to reimburse the costs of business interruption caused by required closures.

Have any of your municipalities adopted or considered adopting a CARES Act grant program for small businesses?
If so, I would be interested in any sample documents concerning the grant program that you would be willing to share.
In particular, authorizing legislation, grant application forms, and grant award standards.

Tom:  yes, the City of McAllen (Texas) has a small business grant and loan program.

One of my (copied) team members can provide you documents.

The "grant" program is being administered by our Chamber of Commerce. The Loan program is being administered by a (pre-existing) third party called "LiftFund" I believe.

My folks will fill in details.

Here is information on our emergency loan program for small
businesses affected by the COVID emergency. We called the program/fund the
"Rapid Response Fund" or "RRF" program. There are two separate pools of
money depending on the nature of the business--one is our food and beverage
tax receipts fund and the other is the Bloomington Urban Enterprise
Association (BUEA). We have awarded or committed $1.5 million to 58
businesses. Note that our use of the food and beverage tax receipts for
this purpose required approval from the Indiana State Board of Accounts.
Other cities were asking about use of various of their funds for such
programs so the SBOA provided a memo saying that if the municipality had an
approved "policy" in place and the funds proposed to be used were more
appropriate for the purpose than the general fund, they would not take
audit exception. This permission is for the duration of the declared state
emergency only.

The program documents include:

If so, I would be interested in any sample documents concerning the grant
