Similar to our January and February sessions, we hope this will be an opportunity for us all to learn from and with each other as we navigate our municipalities' initiatives in this space. Please share in advance or come ready to talk about experiences, successes, or hurdles your municipality is facing related to renewables Since our last meeting, Michael Koss from Overland Park, Kansas provided for posting to the listserv helpful agreements regarding a renewable portfolio standard and energy conservation upgrades, both for Overland Park's facilities. Perhaps Michael can provide some background and others can share their experiences. In addition, Michael is asking if any cities have adopted ordinances voiding or preempting HOA covenants that ban solar panels on residential properties. The issue is whether these ordinances might violate the Contract Clause or if preempting future covenants is less of a problem.
