Voluntarily Compliance Question

A member would like the answer to the below question:

How are your cities/counties handling it when a person refuses to voluntarily comply with a health authority's quarantine or isolation order? In particular, is anyone taking the position that a police officer or law enforcement can compel a person to remain inside the designated quarantine or isolation site without any application for a court order? If so, what is the authority for what appears to be a suspension of due process.

Based on the research I did for the paper I did on pandemic quite a few years ago now, each state is different.  In some states the health officers order of quarantine or isolation is effective upon issuance and may be appealed; whereas, in other states, the health officer needs to get a court order to enforce the order.  Those distinctions could have changed either by state or nationally, but I think still exist to some extent.  Important to look at your state's contagious disease laws to see how they can be enforced.  Once you learn the effectiveness of the order and how it can be enforced, you'll need a place to house people and a jail is the worst spot due to its petri dish nature and the potential liability you'll have to healthy inmates should they get sick. So, finding a facility for housing forced quarantine individuals is important.
