Alison:  You're exactly right that federal OSHA won't apply-in whole cloth-to all local and state governments.  In North Carolina, most OSHA guidelines will apply to local governments since NC has adopted the federal law into our state-approved plan.

Checking the individual state DOL websites may a good starting point to see what individual states do.  It's been a while since I've had OSH cases, but what I recall is that-if a state does not have a state plan approved by OSHA, then it means the federal guidelines apply since a state plan has not been approved to promulgate its own.  I certainly defer to others on that point.

Is anyone aware of a requirement that a public employer (or any employer) report to a local, state, or federal agency if someone with Covid-19 has been in the employer's building? I know that medical providers have some obligations to report certain diseases. But what about a city, if someone at the city learns that someone in city hall had Covid-19? Or an employee with Covid-19 was working in city offices? Any legal requirement to report to CDC?

Is anyone aware of a requirement that a public employer (or any employer) report to a local, state, or federal agency if someone with Covid-19 has been in the employer's building? I know that medical providers have some obligations to report certain diseases. But what about a city, if someone at the city learns that someone in city hall had Covid-19? Or an employee with Covid-19 was working in city offices? Any legal requirement to report to CDC?
