Closure of Parks and extension of juvenile curfew

The mayor issued a disaster declaration and order which has been extended by city council.  We have a pre-existing curfew for minors.  We now want to do the following two things:

  1.  Close our parks (our park hours are set by ordinance)
    
  2.  Extend the hours of our youth curfew.
    

Can the mayor do either of these things unilaterally under the authority given to him by chapter 418 and reserved by him and the council in the disaster declaration and extension thereof? Otherwise, what is my best bet for doing this procedurally correctly?
