FEMA Approved Sample Lease Agreement with Hotels

A member is seeking FEMA approved sample lease agreements with hotels for the housing of populations needing quarantining during the COVID-19 pandemic.  Attached is a paper regarding FEMA required contract terms.  Has anyone set up such a lease agreement that follows the FEMA requirements?  If so, please share with the list or forward it to me and I'll pass it along.

Just as a general guide on temporary hiring leases of any kind following a disaster, my experience has been that its easier and safer to get FEMA/GSA to sign the lease. This makes it a FEMA Direct Project vs. State or local.

Eventually, things will start going back to normal and the hotel will want everyone out quickly and massive recovery for "damages" they will attribute to the event occupants.

Cleaning, painting, replacement of linens, TVs, irons, hair dryers, etc.  They will basically hold you liable for renovations to the hotel and FEMA will disagree with the costs.

This direct process also keeps you out of the economic recovery PR, political, media battle when the time eventually comes for potential resurgence of travel, convention and tourism events.
