Eau Claire has used it to reimburse a non-profit focused on providing services to those experiencing homelessness to partially fund their capital acquisition and remodeling of a larger space that allows physical distancing. We did it through a simple MOU with the non profit and then intend to apply CARES funding.

Our staff is looking to do a forgivable loan of CARE Funds to a nonprofit or to the local housing authority (which is separate from the City) to purchase a hotel/motel to rehab into permanent supportive housing, since those who qualify for PSH are often highly vulnerable to COVID. The question we're wrestling with is whether URA relocation will be required of the current residents of the motel, and whether the applicability changes if the residents are under a monthly agreement versus something less than a month.
