Restaurants and Time Limits

Has anyone out there issued an order that limits the time that patrons may
spend in a restaurant?  This would be related to limiting capacity of
restaurants and helping restaurants with patron turnover.

The Massachusetts Department of Labor Standards issued Mandatory Safety Standards for Restaurants. Among the requirements is this: Seated table service must be limited for each party to 90 minutes or less.
