In California, the State Public Health Order relies upon the CISA Guidance but also adds daycare and childcare as essential functions to enable the essential workforce to do its job.  How else does an essential worker do their job?

In MA, the Governor closed schools, now through May 4, and closed all daycare centers.

At the same time, he also allowed daycare centers to petition and reopen to serve only the children of essential workers. About 20% of the child care centers have now reopened for essential workers.

·        Essential Healthcare Operations including hospitals, dentists, pharmacies, pharmaceutical and biotechnology companies, mental health providers, blood banks, home and residential based care for seniors, adults and children, veterinary and animal welfare operations
·        Essential Retail including grocery stores, warehouse stores, gas stations, convenience stores, food producers and service providers
·        Providers of Basic Necessities to Economically Disadvantaged Populations
·        Essential Services Necessary to Maintain Essential Operations of Residences or Other Essential Businesses including: trash and recycling collection, mail and shipping services, building maintenance and security, and funeral homes
·        News Media
·        Childcare and Adult Care Services

Are childcare and adult/senior care available?

  • Residential care for seniors and adults and home-based childcare are considered part of healthcare operations and permitted under the Order. Childcare facilities that serve employees who are working for essential businesses or providing essential services also can operate. However, childcare cannot be provided for non-essential workers. Therefore, childcare providers must ascertain that the individual who is seeking care for a child is an essential worker under the Order.

Ohio has been calling out daycares at each step.

Initially, they were not "schools" and were allowed to remain open as "essential" in part because people were voluntarily isolating. Certain daycares report daily attendance for per-pupil reimbursement from the state, and those had something like a 70-90% reduction in attendees - before our "stay at home" order. Week of Mar 20, state created a "pandemic licensehttps://jfs.ohio.gov/cdc/CoronavirusAndChildcareForFamilies/" with revised rules, and now only daycares with that license are permitted open.
