Thanks, Chuck. The language on page 7 relates to states transferring funds to local governments with populations less than 500,000 uses the word “should” which does not appear to be mandatory but rather a suggestion. Have you or anyone else on the list looked into this or have further information about whether this guidance is intended to require such transfers? Inquiring minds want to know. Be well everyone.

Based on this guidance and the specific provisions of 2 CFR Part 200 that Treasury advises will apply to CRF funds, we've taken the position in NC that Uniform Guidance procurement requirements (2 CFR Part 200 Subpart D; 2 CFR §§ 200.317-326) do not apply to CRF funds because those requirements are not specifically referenced in the new guidance.

Does anyone have a different opinion?
