[INTERNAL]Occupancy limitations for Muni facilities on phased re-opening

How are other cities complying with the percentage of occupancy rules when it comes to city staff who don't work indoors full time, for example, Code Compliance, some Parks and Recreation workers, etc.?

It would seem they should be counted towards any occupancy percentage being used by your state/county etc., in some fashion, since they aren't  all reporting to work from home,  will be in the building to do some paperwork, use the bathrooms, wash hands at the communal sinks, etc.  Do you count them 1 for 1 or at a reduced amount (taking into account that they aren't in the building the entire time) -- or simply consider as de minimus and don't count at all?
