Nina, here is the order Oregon's governor issued which requires folks to wear a mask.  Although the order initially applied to seven counties, the order encompasses the entire state as of July 1, 2020.  Enforcement is through Oregon OSHA.  Please let me know if you have more questions.

North Carolina's Gubernatorial Executive Order is available here: https://files.nc.gov/governor/documents/files/EO147-Phase-2-Extension.pdf

And, late this afternoon, the NC General Assembly amended state law to make permanent a temporary exception to the prohibition against wearing masks and hoods in public masks worn for the physical health or safety of the wearer or others.  The exception was enacted so that individuals wearing COVID-19 face coverings were not in violation of a NC criminal law prohibiting wearing masks and hoods in public.
