Cares Act and Police Vehicles

One of my municipalities is asking me if Cares Act funding can be used to
purchase vehicles for the PD. The PD has been wanting new vehicles since
last year, but money was not budgeted for it. I am assuming that the
municipality can't use Cares Act funding for PD vehicles, but any thoughts
about this are appreciated.

To my knowledge there is no restriction on use of the money so long as it’s for a lawful purpose.  Many cities are “saving” it, which, in my opinion, is the best idea (at least short term) considering how uncertain everything is right now, i.e. new president and exponential rise in COVID cases.
