I am in a situation where Omaha is a little under 500,000 but the
county(which includes the city) is over 500,000 and thus will receive the
direct payment. As a result, Omaha will have to try to obtain some funds
from the state allotment. The county has told the city that it will not
give any funds to the city. The State will have many small towns that will
be looking for the funds from the state. Is anyone in a similar situation
and what are you doing to rectify the issue under the current act..
