I'd love your assistance on two issues related to County jails, although I'm guessing the nature of the first issue would apply equally to state facilities.
- Research/experience with what is a reasonable accommodation for wheelchair bound inmates who have a high security level. We had to transport an inmate from a state facility 6.5 hours away. The inmate is charged with a serious crime, requiring the highest security during transportation. In PA, our Sheriff transports inmates. They didn't have an ADA accessible and secure van at their use. I'm curious what others' experiences have been in this area. (As a sidenote, we did not end up using an accessible vehicle because the state DOC told us that the inmate wasn't "an ADA inmate" and the wheelchair was issued mostly for non-compliance. He apparently has an issue of getting out of the chair to commit assaults, sometimes even using the chair in the assault.) Nevertheless, I'm curious about what is a reasonable accommodation in for a high security inmate during transport.
- For county facilities, do you have the same policies for your jails and those employees as the rest of the county? Think payroll, HR, attendance, etc. We've been experiencing some friction lately trying to apply county policies in the prison. I'd be interested in any research and/or policies you could share.
