CDBG Funds from the CARES Act

We recently received additional CDBG-CV funds received through the CARES Act, but the local HUD office has rejected a handful of proposals on how to spend the money (including those specifically listed on HUD’s website). Has anyone had success in getting HUD to specifically approve an eligible activity or use for the funds? If so, can you please share what was approved?
