Good afternoon!
I have been told that FEMA requires a non-congregate sheltering order by a public health official before giving any funds related to housing expenses for COVID-19 quarantines. Has anyone heard of or prepared this kind of order? Is it usually done by a municipality, county or state?
Thanks for any information you can provide.

Our local public health authority issued an order. In our case, there is an PHA for the City and the County. The PHA for the City was involved with the one I’m aware one.
