Non-Congregate Sheltering Order

Good afternoon!

I have been told that FEMA requires a non-congregate sheltering order by a public health official before giving any funds related to housing expenses for COVID-19 quarantines.  Has anyone heard of or prepared this kind of order?  Is it usually done by a municipality, county or state?

I have been told that FEMA requires a non-congregate sheltering order by a public health official before giving any funds related to housing expenses for COVID-19 quarantines.  Has anyone heard of or prepared this kind of order?  Is it usually done by a municipality, county or state?
