I am looking for speakers for the IMLA Spring Seminar (April 8-11 in Washington DC) interested in doing a round table discussion of creative uses for their ARPA funds and what the legal challenges associated with each use were? For example, some communities used funds to buy hotels to get homeless people off the streets, but I imagine there are many other creative uses out there.
