“Substantially Dedicated” for purposes of CARES Act

Good morning,

How are localities interpreting “substantially dedicated” for purposes of CARES Act funding reimbursement? If a public employee spends most time on response/mitigation (e.g., two-thirds or three-fourths of time), and less time on regular duties, may CARES Act Coronavirus Relief Fund dollars be used to pay the employee’s payroll and benefits, either in whole, or for the amount of time spent on response/mitigation?
