Hi Emily,
The WHD indicated this is not Davis Bacon Act related funding. Unless the state or local agency has also received other funding under a related act for that project (i.e. the CARES Act authorized HUD to issue CDBG grants for certain COVID-related purposes and CDBG is issued pursuant to a Davis Bacon related act) then Davis Bacon would not apply.

Good to know, although too late for us, now, Chuck. :) Our project will include some additional federal funding after construction for the operation, so it is safer all around that we followed it. It's not hard to meet the wage rates here right now, anyway, so it was basically a matter of additional admin more than additional cost.
