Have any local governments considered a temporary moratorium on non-essential encroachments and/or construction within local rights-of-way to minimize the risk of a work crews severing telecom and/or fiber lines? Non-essential work may include installation of future capacity, as opposed to maintenance work needed to sustain current infrastructure.
The impacts of a service outage during these times can be pretty severe, given millions of people are working from home. And telemedicine and other industries have moved to the Internet to conduct business.
Any thoughts are appreciated.
