A significant issue that is brewing in Riverside County California is the surge of migrants illegally entering the country without any Border Patrol inspection to determine whether or not the migrants are COVID-19 positive.  At this point, my understanding is that neither the federal nor our state government is prepared to issue a quarantine order.  Rather, they are telling us that any such orders will have to come from the local public health officer.  This issue has the net effect of placing all of the burden on the local jurisdictions without any state or federal funding to assist.

I would like to know if others are dealing with this problem along the US-Mexico border and would like to share ideas and strategies.  Several years ago, IMLA created a Border Cities/Counties Group and it may be time to revisit that group.

We will be reforming the border jurisdiction working group that we had back in 2019.  If you would like to be added to that group, please email Caroline (copied here) and she can get you added.  If you were in the group in 2019, no need to email, but we can always double check that you are still on the list if you are unsure. Our first call for that group will be on Thursday, 4/1 at 2 pm eastern.  If you email Caroline about joining the group, we will be sure you get the zoom link as well.  I will not be notifying this group about calls for the border group from now on since there will be a new list for that, so be sure to join the new group if you are interested.

At this point, my understanding is that neither the federal nor our state government is prepared to issue a quarantine order. Rather, they are telling us that any such orders will have to come from the local public health officer. This issue has the net effect of placing all of the burden on the local jurisdictions without any state or federal funding to assist. I would like to know if others are dealing with this problem along the US-Mexico border and would like to share ideas and strategies. Several years ago, IMLA created a Border Cities/Counties Group and it may be time to revisit that group. Thanks. Gregory P.
