Meatpacking plants / Presidential Proclamation Issues related to COVID Outbreaks

The Milwaukee metro area has had one outbreak involving dozens of positive tests at a suburban meatpacking plant in the last two weeks and another with approximately 5 positive tests in the city itself. Our Health Commissioner has ordered the plant closed until all employees are tested and remediation plans are put into effect.

Out of state general counsel and the plant manager have largely been uncooperative and unresponsive. Interestingly, I was told that Cargill was planning a public, or at least an industry wide, press event to laude their covid security plans.

Today, the Health Department and City Attorney's office received an invitation to participate in a conference call tonight with an official from the USDA, CDC and Cargill. We are aware of the Presidential proclamation, but feel we can at least argue that our health department can at least insist on immediate CDC & OSHA proscribed remediation efforts. Has anyone else gone down this rabbit hole yet?
