Has any jurisdiction found resources for how municipalities best handle overlapping and possibly conflicting disasters - such as a hurricane that usually prompts an evacuation order that might arise during the COVID-19 stay-at-home order?

Louisiana had this scenario with hurricanes Katrina and Rita overlapping and followed with hurricanes with hurricanes Gustav and Ike overlapping another season.

Initially, FEMA wanted them tracked and documented separately and then later reversed themselves and wanted them combined.  Then they reversed themselves again.

Good luck getting a clear answer from FEMA on advance.

The best advice is for municipalities to reasonably track, document, and code expenses and damages as best they can separately and then be prepared to arbitrate during the audit process.

Best effort and reasonableness will eventually win the day.
