If they need a permit to operate, they’re public so there’s that. The only pools in Garland that don’t need operational permits are home pools.

And then there's the language that we have disagreements about -
"People shall avoid visiting bars, gyms, public swimming pools, ...."
So enforcement would be against "people" using the pools as opposed to the owner/operator.
