court case dogs during the covid crisis

Most jurisdictions are following the National Animal Care and Control Association's https://www.nacanet.org/naca-statements-on-covid-19/  guidelines for operating during the crisis and only bringing in animals to the shelter if they are sick, abused or dangerous.  Unfortunately cruelty cases like dog fighting don't stop. Recently  53 dogs were seized in a case in Michigan.

Most animal shelters now are functioning with reduced staff. Does anyone have innovative policies for handling court case animals and getting them out of the shelter during the crisis?  Any foster care policies that would be applicable? The longer this crisis goes on the more a problem it will become, especially when animal shelters are expecting an influx of pets that need temporary housing because of their owners are hospitalized.  Any suggestions would be appreciated.
